
The United Nations Framework Convention on Climate Change (UNFCCC) negotiations are among the most complex multilateral processes. Arriving at negotiated outcomes among 196 countries is further complicated by significant resource and capability imbalances, which differentiate the delegations of developed and developing countries. LDCs are highly vulnerable to economic and environmental shocks and have low levels of human assets. As a result, LDCs often need more capacity to participate effectively in global policymaking processes. Compared to other countries in the UNFCCC negotiations, the LDC Group must catch up due to limited financial resources and access to evidence-based research. It also requires additional technical and legal support to negotiate effectively at UNFCCC meetings. This project helps close capacity gaps in these countries and enables their delegations to engage effectively in negotiations and translate outcomes into national-level policies.
