Strengthening Civil Society Engagement in Climate Change Policy Discourse in Nepal

Nepal is increasingly vulnerable to climate change impacts such as floods, landslides, glacier retreat, drying water sources, and climate-induced disasters, despite contributing only a negligible share to global greenhouse gas emissions. While the Government of Nepal has adopted key policy frameworks-including the National Climate Change Policy (2019), the Nationally Determined Contributions (2020), and the National Adaptation Plan (2021)-their effective implementation remains constrained by weak political commitment, centralized climate governance, and limited engagement of civil society and local governments.

This project aims to support Nepal’s transition towards a low-carbon and climate-resilient development pathway by strengthening local government and civil society engagement, enhancing accountability in climate finance, and promoting inclusive, locally led climate actions. Through policy advocacy, research, capacity building, and multi-stakeholder dialogue, the project seeks to advance the implementation of Nepal’s NDC and NAP, ensuring that climate actions are just, gender-responsive, and responsive to the needs of the most vulnerable communities.

 

Objectives:
Nepal embarks on low carbon and climate resilient development path and meets the international commitments on climate change and SDGs. Following are the two indicators at the objective level:
• Development plans and budgets in federal and local governments reflect a shift to low carbon and climate resilient development path.
• Civil society organizations engage in the implementation of NDC and NAP together with the government.
